I have examined the accompanying Ordinance, entitled

An Ordinance for the establishment of Horpital

for infectiour diseares in connection with the Tung

Wah Hospital.

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

Object, and Rearons.

The Preamble to this Ordinance sets forth

its objects, and the reasons for passing it. The Tung

Wah Hospital was established by Ordinance 3 of 1870,

and the wording of the preamble to that ordinance accoun

for the way in which the preamble to the present

Ordinance is framed.

The Board of Direction of the Tung Wah

Hospital are willing to indemnify the Government

against any claims by neighbouring property owners
